This report systematically analyzes the activities of “mass entrepreneurship and innovation” in China，through construction of the mass entrepreneurship and innovation index. The system of “mass entrepreneurship and innovation” index of China will measure and compare the development of innovation and entrepreneurship in 100 major cities，through the environmental support，resource capacity and performance value’s 9 secondary indicators and 30 tertiary indicators. Then collection，processing，calculation and analysis of the relevant data of 100 cities，It will benefit to a more accurate understanding of the mass entrepreneurship and innovation development situation in China from the comprehensive assession and the multi-dimensional evaluation of the mass entrepreneurship and innovation development of the city.
