In accordance with the explicit requirements made by the 4^th Plenary Session of the 18^th Party Central Committee，the third-party evaluation mechanism shall be established to carry out third-party evaluation on major legislative items with relatively severe disputes among different departments，with a view to avoiding protracted legislative settlement. The establishment and completion of third-party evaluation on major legislative items are the objective needs of implementing the comprehensive promotion of rule of law strategy，the necessary approaches to improve the scientification and democratization level of legislation，and the important guarantee for improving legislation quality. In accordance with the investigation and research on legislative systems of western developed countries and regions such as the United States，Japan，France，Germany and otherwise，it is observed that these countries and regions have all paid high attention to legislative evaluation and established complete evaluation mechanisms and systems. In recent years，Hebei，Anhui，Jiangxi and other regions have gradually carried out practice of third-party evaluation on major legislative items. Jiangxi，Guangdong and other regions have formulated special normative documents to regulate government legislation. In accordance with both domestic and foreign legislative practices and experiences，a set of scientific and reasonable third-party evaluation mechanism shall be established with the identification of major legislative item，evaluation principle，qualification of the evaluation subject，selection and management of evaluation institution，evaluation content and standard，evaluation procedure and method，application of evaluation result，publication of evaluation report and other aspects being taken into consideration.
