Community governance aims at the provision of public goods that satisfy the needs of cultural and spiritual lives of community residents，which in turn are carried out in certain public spaces. Due to the lack of spaces for public activities，there is a relative shortage of spaces for community residents to have recreation，entertainment and interaction，which leads to a general indifference to public affairs on the part of community residents and inadequate unity in community development. The strengthening of community governance requires on the one hand the full utilization of existing public spaces to create a benign atmosphere for resident participation，and on the other hand the building of new public spaces and the full consideration of enough land for public space development for communities under planning. The report attempts to carry out questionnaire investigation and interviews of residents in Zhennan Community，Yihe Community of Zuozhen Town，Luodian Community of Changlinhe Town and Fuxing Community of Qiaotouji Town of Feidong County，Hefei City，analyze the results of investigation，explore the dilemmas for residents to participate in community governance and causes，and propose relevant measures to strengthen community governance through the development of public spaces.
