本文以宁波为例,分析海洋经济发展的基础与产业结构,得出三产比重达到8∶45∶47,呈现“三、二、一”发展格局,产业结构不断优化的结论;并对科技创新发展现状进行梳理,认为基本形成以科教机构为支柱、企业为补充、海洋科教人才为纽带的海洋科技创新体系;并进一步结合科技成果转移转化过程中的经济主体、创新支撑、外部环境等要素之间的相互联系,从科技创新平台、高素质人才队伍,以及多元化投融资,成立推广机构,整合能形成产业链体系的多项科研成果,以企业化运营的模式搭建科技推广平台等方面,提出科技创新与海洋经济协同发展的对策与建议。
<<Taking Ningbo as an example,this paper analyzes the foundation and industrial structure of marine economic development. The conclusion is that the three production proportion reaches 8∶45∶47,showing the structure pattern of the third-second-first industry,and the conclusion is that the industrial structure is optimized continuously. Then,the present situation of scientific and technological innovation development is combed. It has basically formed the innovation system of marine science and technology,taking the science and education institutions as the pillar,the enterprise as the supplement,the technology talents as the link. Then the relationship between the factors in the transfer and transformation of scientific and technological achievements is analyzed,such as economic subject,innovation support and external environment. On this basis,we put forward countermeasures from technological innovation platform,high-quality talent team,public service platform and diversified investment and financing,research achievements of the system,enterprise operation mode,so as to promote the synergistic development of scientific and technological innovation and marine economy.
