Taking Ningbo as an example，this paper analyzes the foundation and industrial structure of marine economic development. The conclusion is that the three production proportion reaches 8∶45∶47，showing the structure pattern of the third-second-first industry，and the conclusion is that the industrial structure is optimized continuously. Then，the present situation of scientific and technological innovation development is combed. It has basically formed the innovation system of marine science and technology，taking the science and education institutions as the pillar，the enterprise as the supplement，the technology talents as the link. Then the relationship between the factors in the transfer and transformation of scientific and technological achievements is analyzed，such as economic subject，innovation support and external environment. On this basis，we put forward countermeasures from technological innovation platform，high-quality talent team，public service platform and diversified investment and financing，research achievements of the system，enterprise operation mode，so as to promote the synergistic development of scientific and technological innovation and marine economy.
