Social exclusion and supply inequity of public service influence population flow directions and structures to a certain extent. The new-generation migrants，in particular，not only migrate for survival and economic reasons，but also take into account lifestyles，living environments，social benefits and future development prospects. Therefore，this paper argues that measures should be taken in time to realize sufficient，equal and convenient supply of public services. It is advised to exert the positive impacts of migrants on public services，avoid negative effects，guide migrants to make decisions conductive to the sustainable development of urban economy，develop urbanization healthily，create harmonious and stable social environment and vigorously support the construction of smart cities.
