目前,对回应不足的研究视角主要有三个:官僚制理论的视角、政府治理的视角以及社会的视角。倾向于宏观的静态分析。本文借助电子政务,从微观案例的回应过程出发,通过对227个个案的分类编码和对案例背景的深入访谈,从回应过程的启动开始,重现完整的政府回应过程,对回应过程的四个关键节点逐一分析。研究发现,案例中的政府主导型回应,回应发动点与回应调节点的双重错位,导致回应路径迂回,整体出现“引导式互动”、“三角债式问责”和“钟摆式回应”的特点。这种模式带有强烈的管制、管理形态,一方面,进一步加剧了公共行政系统的官僚化和碎片化;另一方面,也使得社会更加虚弱,强化了社会对政府的依赖。制造的回应,使得本应自主沟通的回应主客体丧失了沟通意愿,进一步加剧了双方的不信任,造成国家与社会的割裂。
<<Currently,researches on insufficient government responses are mostly based on macro static analysis and divided into three categories:researches from the perspective of bureaucratic theory,researches from the perspective of government administration and researches from the perspective of the society. By virtue of e-government,this paper starts from the responses to microcosmic cases to thoroughly study the classification codes and backgrounds of 227 cases. It reproduces the entire process of government responses and analyzes four key nodes of the response process. The research results show that government-led responses are characterized by directing interactions,triangular debt accountability and pendulum responses for double dislocation of start point and adjustment point. Such mode,which has strong control and management styles,not only exacerbates bureaucratization and fragmentation of public administration systems,but also weakens the society and strengthens social dependence on the government. Thirdly,manufacturing responses prevent response subjects and objects from autonomously communicating with each other,further aggravate mistrust between the two parties and lead to national and social fragmentation.
