Both government role and government functions change with the times. In the changing society，government operation models have changed constantly. Government operation，which has experienced Web era，NPM era and post-NPM era，is eventually realized by government organization management. This paper summarizes changes in government management modes and explores development patterns of organizational management，with a view to better understanding Government 3.0，a new government operation model，from the perspective of government operation.
