From the perspective of big historical view，every technological innovation will definitely gestate a new urban civilization，and global cities are now evolving towards a new style of intelligence，security and harmony today in the data time. In recent years，China has actively explored application scenarios of big data，cloud computing，artificial intelligence and other new technologies in urban governance and regional development. A cluster of cities represented by Hangzhou have first initiated the “Urban Brain” project. They have used new-generation information technologies to solve congestion，pollution，crime，disaster and other problems that have long hindered urban development，which has made certain progress. Their practices are expected to generate advanced experience that can be duplicated and widely used.
