We can develop a more comprehensive，accurate understanding of the connotations and significances of the national big data strategy by reviewing the development trend and implementation roadmap of big data and related policies，and accurately assessing similarities and dissimilarities between Chinese and foreign big data development strategies. This report combs Chinese and foreign policy documents concerning big data in terms of strategic objectives，specific contents and implementation roadmaps. On this basis，we will perform a horizontal and longitudinal comparative analysis on big data strategies of major countries or regions in the world，and put forward corresponding suggestions.
