本报告对2017年度重点城市大数据发展现状和潜力的评估是在修订后的大数据发展指数2。0基础上进行的，并与2016年度大数据发展指数进行了比较分析。通过分析得出，我国大数据发展仍然处在初级阶段，绝大部分城市属于大数据政用主导、商用主导和低度均衡发展类型，政府的引导作用和发展的不均衡性较为明显，且大数据商用价值对促进城市大数据发展发挥着越来越重要的作用。最后，本报告从大数据政用、商用和民用价值的作用和潜力方面对不同发展阶段的城市给出针对性建议，以期能够为城市在新时代发展大数据提供参考。

This report has assessed the status quo and potential of big data development in major cities of China in 2017，which is conducted on the basis of the revised Big Data Development Index 2.0，and then compared the results with those in 2016. The results have found that China remains at the preliminary stage of big data development，and big data development mainly depends on application to government affairs and commercial purposes and presents a low-level equilibrium. Moreover，the governments' dominant role and disparity of development are obvious，and commercial values of big data play an increasingly important role in promoting big data development in the cities. Finally，this report provides differential suggestions for the cities at different development stages and with different performances from the perspective of roles and potentials of big data values for government purposes，commercial purposes and civil purposes，in order to provide suggestions for the cities in big data development in the new time.
