The Big Data Development Index comprehensively assesses dynamic and static development of big data in one region. Big data development faces some new development environments and requirements in the new time，and factors influencing big data development change without cease. This makes it necessary to revise the indicator system to adapt to these changes. As a heritance and optimization of the Big Data Development Index 1.0，the Big Data Development Index 2.0 is a refinement of the earlier index and contains some innovative elements of indicator design and assessment methodology，while keeping three dimensions unchanged，namely，government purpose，commercial purpose and civil purpose.
