Agriculture is the strategic industry to secure the world and stabilize the people.At the present stage，the main contradiction of agriculture in China has changed from total shortage to structural contradiction which is prominently reflected as the coexist of the oversupply and insufficient supply.The main contradiction is on the supply side.Therefore，to push forward the agricultural supply side reform and promote the rural reform and development is the inevitable choice to solve the problem of agricultural development，and it is the fundamental requirement to promote sustained and stable development of agriculture and agricultural modernization.
