It is the reasons of the New Welfare Deals implemented by the HKSAR government that the basic characteristics of Hong Kong's welfare policy-Confucianism，productivism and the low government welfare expenditures-is challenged.It is the major elements of the New Welfare Deals that the spirits of people oriented and communication，the principles of sharing and inclusion and the measures to improve the level of government welfare expenditures.It is preliminary result that the poverty rate maintained at a low level in seven years and the poverty population less than one million for three years in a row. At the end of the paper，we give some suggestion to continue the New Welfare Deals.Firstly，it should be continued that the reform and adjustment of the welfare policy； secondly，it should be continued that the spirits and principles of the New Welfare Deals； thirdly，it should be continued that the efforts of the relevance and effectiveness at the welfare investment increased.
