在“一国两制”下实施国民教育是香港回归后社会发展中遇到的新问题。回归二十年来，香港人的国家意识、国民身份认同跌宕起伏的变化给现实中的香港公民教育提出了挑战。对此，以辨析公民教育与国民教育的关系为前提，以反思回归前后香港公民教育的历程为基础，建构“一国两制”下香港公民教育的新思路，是思考香港“一国两制”实践问题的重要视角。
