Since the 18th CPC National Congress，in accordance with the Central Committee requirements on strengthening the construction of the crime prevention and control system，the Mass prevention and treatment work in Beijing achieved great success and made contributions to “Safe Beijing construction”. However，in the context of social governance in the New Era，the Mass prevention and treatment work in Beijing appeared short board. Therefore，must be based on the new demand of Beijing’s social security prevention and control tasks in the new era，and innovate the Mass prevention and treatment work in Beijing. From the concept，personnel，organization，mechanism and system to jointly promote the mass prevention and treatment work in Beijing.
