The 19th National Congress of the Communist Party of China pointed out，to strengthen community governance system construction，promote society governance core moving down to the root，and encourage social organizations playing their role. The cultivation and development of community-based social organization（CSO for short），which is the basic unit of community governance，is of important accesses to promote society governance core’s down-moving. By comparison and analysis of four CSO cases from Chengbei Subdistrict，we have found that register state，initiator status and resident participation are influencing factors to urban CSO’s development. Furthermore we propose to improve policy environment for CSO register and services purchasing from government，strengthen resource and technical support to CSO and their cultivation subject，and introducing professional power during the construction of subdistrict-level CSO cultivation and development platform.
