With the development of non-profit undertakings in contemporary China，“civil society organization” in Chinese language has the concept surpassing the scope of three major social organization sunder the management of China’s civil administration system. The definition of “civil society organization” is gradually merging with the United Nations as the center of multilateral international cooperation. The concept of “civil society” or “civilian society”（the actual English expression are all “civil society”）has been used for many years in the system. This phenomenon is in contradiction with the key concepts and administrative framework of current social organizational governance in China. It also highlights the need for further fact-finding with emancipating the mind and bravely reforming and innovating social governance.

The rich and colorful Chinese social organization practices and Chinese- foreign civil exchanges have long broken through the old and blocking laws，regulations and management systems，and this breakthrough meets the general understanding and consensus of the international community，and the fundamental interests of China. After the implementation of General Principles of the Civil Law of the People’s Republic of China，resolutely institutional breaking down toself-restrictiongives a boarder concept of “civil society organization” with a mundane，statutory and up-to-date interpretation. It now has become an impending task for social governance in China.
