近年来,我国越来越多的社会组织把目光和资源投向境外,开展了各种公益性的国际项目。中国社会组织要走出去,应当确保其境外活动符合《2030年可持续发展议程》所确定的目标,符合本组织的使命与愿景,同时具备相应的配套资源,与当地各方建立起合作伙伴关系。更重要的是,必须先期展开充分的可行性研究,制订合理的工作计划,实事求是地看待并努力克服中外国情差异、制度和政策环境局限、跨文化交流障碍以及人力资源缺乏等因素造成的一系列困难和挑战。中国扶贫基金会在缅甸开展的工作具有代表性,说明在当今中国社会组织国际化进程的起步阶段,打算走出去的社会组织应该特别重视自身走出去的战略、人才、方法和资源。
<<In recent years,more social organizations in China have turned their sights and resources overseas and launched various public welfare projects. In the Chinese social organizations going global,organizations should ensure that their overseas activities are in line with the goals set by the 2030 Agenda for Sustainable Development,meeting the mission and vision of the organization,and having corresponding supporting resources to establish partnerships with local parties. More importantly,it is necessary to initiate sufficient feasibility studies,formulate reasonable work plans in advance,and look at realistic facts in series difficulties and challenges such as to overcome the differences between Chinese and foreign sentiments,institutional and policy environment limitations,barriers to cross-cultural communication,and lack of human resources. The work of the China Foundation for Poverty Alleviation in Myanmar is quite representative since it shows the great initiation of Chinese social organizations internationalization. The social organizations that intend to go abroad are particularly paying very attention to their own strategies,talents,methods and resources.
