This article first analyses the differences between the concepts of “civil think tank” and “social think tank” in the context of new type think tank system building in contemporary China. Then，by introducing the concept of hierarchy pattern into discussion，the thesis points out the real status of Chinese civil think tanks in the think tank system. Last，the article discusses the capacity and direction of the development of civil think tanks in China，according to its status in the think tank system.
