The development of social organizations plays an important role in promoting the transfer of government functions and social governance innovation. And social organization incubators can effectively promote the development of social organizations. Through the study，it is found that there are challenges in the operation of China’s social organization incubators，such as unstable sources of operating funds，inadequacies in their own capabilities，lack of eligible incubators，mistakes in motivation and consciousness，and difficulties of organizing and the lack of effectiveness in hatching processes. In response to these challenges，it is essential to clarify the positioning of social organization incubators to continuously improve the incubators’capabilities. It is also a must to form a healthy cooperative relationship for the incubators with the government and persist in demand-based incubation with improve the incubation process and service content，optimizing the capacity of building training system and branding excellent social organizations.
