在少子化、家庭规模小型化背景下,失能老年人家庭亟待社会提供有效的照护服务资源支持,否则,失能老年人的照护问题将演变成为严峻的社会问题。第四次中国城乡老年人生活状况抽样调查数据显示,虽然我国老年人的失能率随时间推移呈下降趋势,2015年仍有4。2%的老年人生活不能自理。同时,年龄、性别、婚姻状况、教育、生活环境等因素共同影响老年人失能风险。失能老年人的照护需求突出,但其经济状况较差。当前大部分的失能老年人入住养老机构的意愿不强,其照护服务主要由家庭提供,迫切需要社会照护服务资源的介入。对此,要科学分配卫生资源,统筹布局照护服务;完善失能老年人的宜居环境建设;构建养老、孝老、敬老政策体系和社会环境;建立真正的“以居家为基础,社区为依托,机构为支撑”的失能老年人长期照护体系;以及谨慎建立长期照护保险制度,逐步分散老年人失能风险。
<<In the context of a declining birthrate and a small family size,it is urgent for our society to provide the families of the challenged elderly with long-term care service and resource support. Otherwise,the issue faced with the challenged elderly will evolve into a serious social problem. The fourth sample research on the living conditions of urban-rural elderly in China shows that although the number of the elderly with no self-care ability of daily living in our country has been declining over time,there are still 4.2% of the elderly still can not take care of themselves in 2015. Factors,like age,gender,marital status,education,living environment and others will together affect the elderly people's abilities to take care themselves in daily living. The challenged elderly people's needs for long-term care service are prominent,while their economic conditions are in a poor status. At present,most of the challenged elderly have less willingness to stay in pension institutions and their care services are mostly provided by their families. Therefore,there is an urgent need for our society to provide long-term care service for the challenged elderly. In this regard,for the purpose of spreading the risk of the elderly losing their abilities to take care of themselves in their daily life,it is necessary to scientifically allocate health resources,make overall arrangements for the care services,improve the livable environment for challenged elderly,establish a policy system and social environment for the old-age care,filial piety and respect for the elderly and establish a long-term care system that is truly “based on the families,communities and institutions” for the challenged elderly and a prudent and long-term care insurance system.
