    房价稳定保障城市发展研究报告

    摘要

    近年来,房地产业的快速发展,给城市带来巨大的经济效益。然而,伴随房地产业的快速发展,房价也一路攀升,房屋的消费属性被无限扩大,人们逐渐忽视其基本的居住属性,这不可避免地引发一系列严重的经济和社会问题。本文通过房价波动对城市经济发展、城市民生改善、劳动力流动和城市产业布局、城市科技创新和城市公共评价等五个方面影响的分析,得出房价过快上涨,只能给城市带来一段时期的快速发展,不能带来可持续的经济繁荣的结论。必须坚守“房子是用来住的、不是用来炒的”这一基本属性,保持房价基本稳定,才能促进城市全方位、可持续发展。本文结合吉林省城市发展的实际情况,提出强化土地供应管理,合理配置土地资源;改变激励机制促进城市全方位发展;强调住房的居住属性,遏制投机炒房行为;完善住房保障制度,大力发展住房租赁市场等四条稳定吉林省房价的对策建议,以求让房价回归合理范围,并长期保持稳定。

    Abstract

    In recent years,the rapid development of real estate has brought huge economic benefits to urban development. However,with the development of the real estate industry,housing prices kept rising all the way,the consumption attributes of housing was overemphasized and the basic living attributes of housing was neglected gradually. These will inevitably lead to a series of serious economic and social problems. Based on the analysis on the influence of housing price fluctuation on urban economic development,urban livelihood improvement,labor mobility and urban industrial layout,urban science and technology innovation and urban public evaluation,this paper concludes that the rapid rise of housing prices can only bring cities short-term economic benefits but not sustainable prosperity and development,and we must maintain the basic stability of housing prices,adhere to the basic living attributes of housing in order to promote the city's all-round and sustainable development. Based on the investigation of actual situation of urban development in Jilin Province,this paper proposed four measures to stabilize the housing price of Jilin Province,which include strengthening land supply management and allocating land resources rationally;changing the incentive mechanism to promote all-round development of the city;emphasizing the living attributes of housing to curb speculative behavior;improving the housing security system and vigorously developing housing- leasing market.
