There is a trend in China’s social reform：the government has been with drawing from market and social realm and the state power has been restricted within a certain boundary；in the meanwhile，the independence of market and the social sector has grown and the status and space for professional power are rising. The source of professional power is expertise rather than state power. Professional power is often used to organize and evaluate programs in the social sector. However，professional power shall not be an absolute power and it needs to be restrained in evaluating outcomes and based on the choices of the evaluates. It is key to dissociate professional power from state power and de-administrate the third-party agency.
