This paper studies the irrational structure of community volunteers. By analyzing the survey questionnaire in a certain community in Beijing，it is found that the absence of young volunteers in this community does exist. However，it is not caused by the lack of willingness or motivation of youth. Instead，it is closely related to the insufficient supply of community volunteer services. One of the main reasons for the lack of voluntary service supply is thebureaucratization of community committee. Under the premise of keeping the existing social management system unchanged，to enable more young people to return to their own communities to participate in voluntary service，we can only rely on some changes in social control technologies to improve the community voluntary service supply capacity.
