This paper focuses on the problems of the safety management of urban rail transit operation and explores the influence and function of society in the operation and management of urban rail transit. By analyzing the relevant parties of urban rail transit and summarizing the main forms of the social co-governance，the “Four-Director” Linkage Mechanism of Shanghai metro was mainly introduced. Taking the power supply equipment failure of Shanghai Metro and the fire incident of MTR as an example，the social co-governance is proved to be able to play a significant effect under the condition of emergency treatment.
