In its journey of “Building a Fulcrum and Taking the Forefront”，Hubei Province must comprehensively and thoroughly integrate itself into the Belt and Road Initiative so as to give full play to its role as an important strategic fulcrum for the rise of the central region. Hubei Province must further expand opening up both internally and externally and speeding up in fulfilling its role of an important pole in the new pattern of inland area opening up to the outside world. In recent years，Hubei Province has taken a series of measures to vigorously implement the guiding strategy of opening up and made great achievements under the Belt and Road Initiative. However，the open economy is still a weak spot in the economic development of Hubei Province. The competitiveness of foreign trade products is not strong，the level of foreign economic cooperation is not high，the opening up structure is not good，the development is not balanced and the strength of export-oriented enterprises is weak. Hubei Province should focus its efforts on cultivating advantageous industries，speeding up the construction of channels，choosing superior technology，equipments and parts as subjects of export and import，and expanding areas of investment cooperation. Hubei Province should actively participate in “the Belt and Road” construction and promote the open development of its economy at a higher level，in a wider range and under a better standard.
