With the constantly accelerated process of marketization，China’s regional policies have been transformed from the traditional partner assistance mode with deep features of planned economy to the counterpart cooperation mode with more focus on efficiency and mutual benefit，which also represents the main trend of current development. This paper takes the theory of intergovernmental relationship as the basis，studies the nature of the counterpart cooperation，the backgrounds and superiorities under the special national conditions of China，and further explores the development prospects of the mechanism for Shenzhen-Harbin cooperation，then finally puts forward related policy suggestions.
