本报告以上报2016年医疗卫生机构年报表(卫计统1-1表)和住院病案首页(卫计统4-1表)的二级医院数据为数据源,按照ICD-10、ICD-9-CM-3对疾病、手术及操作进行分类,从医疗服务能力、质量、效率三个维度进行对比分析,用数据衡量医院各方面的真实水平,帮助民营二级医院找准自身定位。数据结果显示,多数民营二级综合医院规模较小,卫生技术人员不足,门诊诊疗人次少,住院病人少,床位使用率不高,其医疗质量和医疗服务能力稍逊于公立医院,但其医疗效率指标明显优于公立医院,这与民营医院注重控制成本,重视经济效益有关。与公立医院相比,民营医院具有机制灵活、应变能力强、创新动力足的优势,数据结果显示的差距也提示民营医院在医疗服务能力及医疗服务质量方面有很大提升空间。
<<This paper report the data analysis of the annual reports of the medical and health agency (health and family planning statistics1-1 statements) and the first page of medical records (health and family planning statistics4-1 statements) of the secondary hospitals in 2016. The disease,surgery and operation were classified according to ICD-10 and ICD-9-cm-3. Comparative analysis was carried out from the three dimensions of medical service ability,quality and efficiency. The data was used to measure the true level of hospitals and to help private secondary hospitals find their own position.
The results suggest that most private secondary general hospitals have smaller scale,fewer medical personnel,fewer outpatient visits and patients,fewer bed utilization ratio,and their medical quality and medical services are weaker than that of public hospitals. But their medical efficiency index is obviously superior to that of public hospitals because they are more concerned with cost control and economic benefit. Compared with public hospitals,private hospitals have the advantages of flexible mechanism,strong resilience and innovative motivation. The results show that the gap also indicates that private hospitals have a lot of space to improve the medical ability and quality of medical care.
