In order to effectively solve the problems of heavy caseload and lack of staff，weak public trust in the judiciary，and poor litigation service，courts in Zhejiang Province have carried out in a deep-going way the construction of “three major mechanisms”，namely mechanisms for “big case filing，big service and big mediation”，taken informatization technology as the support to strictly implement the case-filing registration system，to build a bigger and stronger “Internet Plus Judicial Service System”，and to actively explore the case-handling mode of “filtering cases through three layers of nets”，namely resolution of disputes before litigation，mediation of disputes at the time of case-filing，and fast-track trial of simple cases，thereby resolving 80% of the cases in litigation service center，realizing the “speedy solution of simple cases and intensive trial of complicated cases”，improving the fairness and efficiency of trial work，and effectively enhancing the people's sense of gain in litigation，their satisfaction with the judicial work，and their trust in judicial organs.
