According to a decision issued during the third plenary session of the 18th Communist Party of China（CPC）central committee，non-state-owned capital will be allowed to take equity stakes in infrastructure projects and operations.Public-Private-Partnership（PPP）has gradually replaced former government-oriented model in infrastructure field and became a meaningful method to ease fiscal pressure on local governments.In order to promote PPP model and hasten infrastructure development on county level，National Development and Reform Commission jointly with Ministry of Housing and Urban-Rural Development have issued “Notice on Starting Pilot Projects Regarding Deepening Reform on Investment and Financing System in County Infrastructure Development”.As one of the first pilot countries，Jimo's demonstrative PPP project has been funded and commended by central government.Summarizing empirical data of PPP practice in Jimo will provide reproducible and propagable experience and model for deepening governmental investment and refinancing system as well as hastening infrastructure development on county level.
