This study defines the indigenous concepts like “social work agency”and “university teachers establish social agencies”and analyzes the phenomenon of university teachers establishing social work agencies.Based on the survey on the university teachers who have established a social work agency，this study demonstrates the number and distribution of the agencies，the basic characteristics of the teachers，the conditions of the agencies，roles the teachers play in the agency，and the effects on both the society and the teachers themselves.The author argues that university teachers establishing social agencies is characteristic of Chinese social work development and is the outcome of the specific social development in Chinese history.It has great positive impacts on social work education and research，social work services and social work development in China.The author believes that the particular phenomenon mainly results from instrumentality and validity.
