内蒙古自治区成立70年来,少数民族学前教育经历了从无到有、从流动幼儿园到正规教育、从合园到独立设置的发展历程,在数量、规模和质量效益方面均取得了长足发展。然而,当前在发展中也面临一些问题:幼教队伍专业化程度低,少数民族专业教师紧缺;办园经费紧张,教学设施设备配置不均衡;教学内容缺乏规范,蒙古语言文字资源需求甚多;教师教育观念滞后,游戏活动不能实质性开展等。要解决这些问题,一是合理规划,政策倾斜,稳步推进;二是强化管理,完善职能,健全体制与机制;三是遵循规律,拓展资源,突出特色;四是更新观念,提高水平,提升质量。
<<In the past seven decades since the founding of the Inner Mongolia Autonomous Region,ethnic preschool education has undergone drastic changes in terms of quantity,scale,quality and achievements.70 years ago,minority preschool education was non-existent.Over the past 70 years,mobile kindergartens have become permanent,and kindergartens initially for children of all ethnic groups in Inner Mongolia have changed into the ones solely for children of ethnic minorities.However,problems still exist in the process of development due to non-specialised kindergarten teachers and a shortage of minority teachers,tight budgets and unbalanced distribution of teaching facilities,lack of standards in teaching content and the need for teaching resources in Mongolian,and a lag in educational methods and lack of effective games.The following measures should be taken to tackle the problems: firstly,devising appropriate plans,following preferential policies and promoting steady advancement;secondly,strengthening administration,enhancing functions and improving mechanisms and systems;thirdly,following the objective law,enriching teaching resources and highlighting unique features;fourthly,updating,raising the level of,and improving the quality of educational methods.
