项目制是一种新的国家治理体制,并成功扩展到了公共服务领域。本文主要从政社合作视角,以上海的项目制创新实践为案例,考察了中国城市社区的项目制创新模式。在专业性和开放性构成的二维分析框架中,本文提出了定向型项目、开放式项目、微缩版项目和共享型项目四种项目制创新模式。接着,本文选取政府购买公共服务、公益性创意投标、社区微项目和社区公共服务综合体四个案例进行分析,回应了先前的理论研究,并总结了其三大核心机制:分解、精细化和双向合作。随后,本文认为四种项目制创新模式通过吸纳社会力量,形成政府和社会在公共服务供给中的合作,对当前的项目体制实现了修正。最后,本文认为项目制可以成为推进政府与社会合作治理的平台,其关键在于如何实现制度化。
<<The project system has become a new governance mechanism in China and been diffused in public services.This paper mainly examines the modified project system in Shanghai cities based on the practice in China from the perspective of collaboration between the state and society.This paper develops a two-dimensional analysis framework of professionalization and openness in which “targeted projects”,“open projects”,“micro projects” and “sharing projects” are categorized as four basic types.Then,the author chooses several cases related in government procurement,innovative bidding,community micro projects and community public service complex in order to connect to previor theoretical studies and three core mechanisms,including separation,professionalization and bi-lateral cooperation.This paper displays that the contributions of four types projects to the revision of the project system by forming collaborations between the state and society through attracting social participation.Finally,the paper argues that the modified project system could be built into a platform for collaborative governance between the state and society.The key is its institutionalization.
