Activating social organization and innovating social governance are parts of the major themes policy during Comprehensively Deepening Reforms.To find a way out of development dilemma for charity shop in China，the theory of embeddedness suggests that charity shops enhance capacity in absorbing and incorporating resources from community and strengthen embeddedness in community.It is based upon the dualistic-intergrowth relationship between charity shop and community.The shops，both coming from Western societies and domestic charity in China have successful experiences of structural embeddedness，cognitive embeddedness，and cultural embeddedness in community.Charity shops in China should also explore how to enhance environmental embeddedness，inter-organizational embeddedness and dyadic embeddedness in community，as well as to construct community.It will improve the modernization of charity shops development in China and optimize social governance and community governance.
