South China Sea is very important in China’s geopolitics. It is a major sea passage which links the Pacific Ocean and Indian Ocean as well as the crux of construction of the 21st Century Maritime Silk Road by China and the ASEAN countries. South China Sea issue effects regional stability and peace and becomes severe challenge for China building the 21st Century Maritime Silk Road. China insists the policy bottom line of maintaining South China Sea sovereignty and rights，positively keeps the safety and freedom of navigation and flight. China respects history and the international laws，hopes to solve the problem under the ground of dual-track approach. China is willing to enhance mutual trust with ASEAN countries and deepen cooperation in areas such as politics，economy，security and culture. The final goal is constructively building the ASEAN community of destiny and pushing forward the construction of the 21st Century Maritime Silk Road.
