当前,部分企业经营恶化、支付能力下降,用工总量萎缩,劳动关系双方在工资福利待遇、工时休假、再就业安置等方面的矛盾进一步激化。推动困难企业通过集体协商工作,引导劳动关系双方增进沟通谅解、和衷共济共渡难关具有现实意义。当前,应通过宣传,引导劳动关系双方正确认识协商的功能作用,扭转“逢谈必涨”观念;进一步细化分类,对暂时经营困难企业、关停并转企业给予不同政策支持与指导;继续发挥行业性区域性协商优势,促进企业互帮互助;引导困难企业协商重点进一步向约定工资延期支付期限、歇业停产期间待遇标准、暂缓增资以后补偿、职工安置和经济补偿金等聚焦。协商中应当落实党和国家要求,主要依据劳动力市场、经济效益和劳动生产率等因素的变动趋势和相对关系合理决定工资。
