改革开放以来,我国出版社的管理体制发生了较大改变,逐步由原有的事业单位体制转变为企业,与之相伴,出版社的薪酬制度改革也在逐步深化。由于受原有体制影响较深,出版社薪酬制度、薪酬结构、薪酬关系、薪酬总额管理等方面还存在许多不完善之处,为加快图书出版社系统发展,需要进一步深化改革,一方面,要加大政府对图书出版社系统薪酬改革的推动力度,出台相关的指导意见,对图书出版社系统薪酬加强规范;另一方面,出版企业自身也要在薪酬制度等方面的改革上下功夫。通过改革激发活力。
近年来,图书出版社系统薪酬制度改革虽然取得了很大成绩,但由于受体制机制影响,图书出版社系统薪酬制度改革与文化产业发展的总体要求还不相适应,为此,我们将图书出版社系统薪酬列为研究课题,对我国图书出版社系统薪酬进行了初步研究。
