我国公务员工资水平的确定和调整仍以行政计划决策模式为主要特征。按照平衡对标模式的要求,工资调整的决策机制不够健全,央地权责关系有待调整、与财政管理体制不适应,透明度也不够。本研究认为,当前建立健全公务员工资决定和增长机制的时机已经成熟,应当遵循适应社会主义市场经济体制要求、反映公务员的职业特点、契合新时期干部队伍建设要求、促进深化工资管理体制改革的指导思想,在决策依据、决策体制和决策程序等方面都要进行规范和调整。
<<The wage policy decision of civil servants is planning-featured. In accordance with the requirements of the balancing-mode,problems of an inperfect decision-making mechanism of wage adjustment,readjustment of central-local responsibilities,and administration systems and inadequancy of transparency are to be sloved. This study suggests that the establishment of a sound wage determination mechanism for the civil servants is ripe,Following the requirements of a socialist market economy,reflecting the characteristics of the certain occupation,incentiving the emoploiyees offering public products in the new period,some suggestions are provided on the adovocation of the establisement of the mechanism.
