    我国企业工资宏观调控体制机制评估分析

    摘要

    从企业工资调控体制中的职能体系、法律体系、制度和手段体系、调控组织体系等四个方面,分析政府工资调控职能不到位和越位的问题,缺少工资专项法律规范和行政法规过多过乱的问题,非常规调控较多和综合配套调控手段缺少的问题,各级各类政府部门间缺少相互协作与政策配套问题。从企业工资调控机制中的最低工资调控机制、工资增长指导机制、市场信息引导机制和国有企业工资监督调控机制四个方面,分析调控目标不明确、调控方式不合理和调控程序不规范等问题。提出的改进完善思路和政策措施包括:在市场决定基础上,进一步明确政府工资调控职责,完善政府依法调控的法律法规体系,确定合理的工资调控目标,选择有效的综合调控方法,建立多方协作的工作机制,使政府调控企业工资的各项职责得到落实,各项制度安排得到改进,逐步形成“职责到位、目标明确、方法科学、制度完备”的体制机制,更好地发挥政府调控职能作用,促进形成合理有序的分配格局。

    Abstract

    From the salary system of the enterprise's wage regulation,the legal system,the system and the means system,the regulation and control organization system and the salary regulation system of the four aspects. This paper analysis problems including government's salary regulation function is not in placeand the offside problem,the lack of special legal and administrative regulations,and the problem of unconventional regulation and the lack of comprehensive supporting control means,the lack of mutual cooperation and policy matching between various government departments at all levels.The minimum wage adjustment mechanism,from the enterprise wages regulation mechanise of wage growth guidance mechanism,market mechanism and information to guide the state-owned enterprise salary supervision and regulation mechanism of four aspects,analysis of control objectives is not clear,the unreasonable regulation and control procedures are not standardized and other issues.Suggestions on improving and perfecting ideas and policies include: further clarifying the government 's wage regulation and control responsibilities on the basis of market decisions,perfecting the legal system of government regulation according to law,setting reasonable wage control objectives,selecting effective comprehensive control methods,establishing multi-working mechanism,so that the government to control the wages of enterprises to be implemented,the system has been improved,and gradually form a “responsibility in place,clear objectives,scientific methods,a comprehensive system,” the institutional mechanisms to better play the role of government regulation and control,and promote formation of a reasonable and orderly distribution pattern.
