在建设长江经济带生态共同体的背景下,绿色发展的推进需要在各个方面进行深入。绿色消费作为经济发展中的重要一环,也应被努力地推动。本文分析了这种推动和长江经济带水资源保护之间的关系,认为推动绿色消费,对于水资源的保护是有必要的。本文还阐述了在推动绿色消费保护水资源的进程中,上海作为“四个中心”以及长江入海口所具有的一些优势。同时也指出,上海在推动绿色消费时会遇到意识、市场需求、生产、消费环境以及外部性阻碍;在长江水系水资源保护方面也会遇到上下游协调、法律法规以及循环经济建构等方面的阻碍。面对这些阻碍,上海应当积极发挥政府的主导作用,促进政府、企业、消费者以及第三部门的良性互动,努力克服、积极应对。
<<Under the background of construction of ecological community in the Yangtze Economic Region,green development shall play an important role in many aspects. As a crucial element of green development,green consumption shall also be promoted proactively. This article analyzed firstly relationship between the promotion of green consumption and the protection of water resource,and pointed out that the green consumption is necessary for the protection of water resource in Yangtze Economic Region. As “The Four Centers” and the most downstream city of the Yangtze River,Shanghai has many advantages for dealing with promotion of green consumption and also protection of water resource based on that promotion. However,Shanghai has also some disadvantages. By promoting green consume,there are challenges from consumers’ conscious,need of market,production,circumstance and externality of consume. By water resource protection,difficulties come from coordination of riparian cities,backwardness of the current legal regulations,and the construction of the circular economy. Shanghai must have a proactive attitude to face these challenges. Its government should play a leading role,which can build a foundation for the beneficial interaction of government,enterprises,consumers and the other participants. This article is meaningful for Shanghai to play a leading role in the construction of the ecological community in the Yangtze Economic Region,and also for Shanghai's promotion of the green consumption. It is also important to further consideration on the environmental protection in the Yangtze River,the enhancement of the circular economy system,and the improvement of the related legal regulations of the green consumption and of the water resource protection.
