上海地处长江入海口,地理区位独特,是我国滩涂湿地分布最为集中的区域之一,对河口生态系统、长江流域水生动物以及国际候鸟的保护都具有重要意义,是保障流域生态安全、维护全球生物多样性的关键区域。本文在识别城市生态系统特征及主要问题的基础上,基于InVEST模型开展了生态系统服务功能重要性评价并确定了全市的生态保护空间及其分类分级管控体系。最后,从长江流域保护的系统性和整体性出发,辨识了流域生态保护的关键问题并提出了包括生态风险监控预警、生态保护红线考核评估和生态补偿等在内的流域一体化协同推进机制。研究成果对于改善长江流域生态环境、维护国家生态安全具有重要意义。
<<Shanghai City is located in the estuary of the Yangtze River.With a unique geographic location,it is one of the most concentrated region of beach wetland in our country and plays a significant role in the conservation of the estuary ecosystem,aquatic animalsin the Yangtze River Basin and international migratory birds.It is also an important area to ensure the ecological security of the Yangtze River Basin and to protect the global biodiversity.First,based on the identification of the characteristics and main problems of the ecosystem in Shanghai,the importance of ecosystem services function was evaluated based on the InVEST model.The ecological protected space in the city was then determined based on the evaluation results and its classified and hierarchical management system was established. Finally,considering the systematism and integration of the ecological protection for the Yangtze River basin,the key issues were identified,and the basin-scale integrated and coordinated promotion mechanism was put forward,including ecological risk monitoring and early warning,assessment of the ecological protection red line and ecological compensation. The research results are of great significance for improving the ecological environment of the Yangtze River Basin and safeguarding the national ecological security.
