During the Spring Festival in 2017，under the strong leadership and high attention of the Shanghai municipal party committee and the municipal government ，with the strong support and actively cooperation of the citizens，‘zero discharging’ of the fireworks had been realized within the outer ring of Shanghai，and beyond witch the number of setting off reduced significantly ，no fireworks-caused fire hazard or Casualty accident has happened throughout the whole city.In this paper，the government controls of the fireworks and firecrackers has maintained the basic interests of the people in the city；The use of the discriminating method to ban the fireworks and firecrackers fully considered the realistic conditions of different regions；Through the comprehensive detailed management，good results have been achieved .
