In recent years，because of the vigorous promotion by the government，Shanghai community foundations have obtained rapid development，and have been playing an increasingly important role in the community governance and community services.Through field investigations into the community foundations，the research group summarizes the achievements that have been attained with the Shanghai community foundations' participation in the community governance，sorts out their development experiences and operating mechanisms，analyzes their bottleneck under the current policy circumstances，and subsequently puts forward the policy proposals for promoting the development of community foundations.Suggestions include：first，to strengthen the innovation of systems and policies to re-clarify the positioning of their roles and functions；second，to explore the fund raising mode and mechanism to maintain the sustainable development of the foundations；third，to enhance the foundation publicity to motivate the community residents' enthusiasm to participate；fourth，to bring in professional charity personnel to provide intellectual support for the foundation development；fifth，to promote the formation of foundation leagues to establish a system supporting the foundation development.
