社会组织人才队伍作为特大型城市创新社会治理和发展公益事业的关键力量,其活力激发及作用发挥有赖于健全规范的薪酬制度和合理的薪酬水平,尤其对因资源缺乏而面临人才留用难题的公益组织来说,优化人才薪酬制度具有更直接和现实的意义。本文以公益组织招聘数据为基础,对比同期调研报告和上海各类薪酬指标,梳理上海公益人才薪酬的政策、问题及原因,提出公益人才薪酬问题的解决策略,即在公益增益的导向下,以理念更新为突破点,通过进一步规范薪酬制度和开拓资源,为公益人才提供既能保持其公益热情又不违背“最必要原则”的合理薪酬。
<<As the key force in innovating social governance and developing the charity cause in the megalopolis,the charity organizations personnel is contingent on the sound and reasonable remuneration system and reasonable remuneration to invigorate their vitality and give their roles into full play.To optimize the remuneration system is especially with realistic significance to charity organizations that are facing the difficulty of maintaining the manpower due to the lack of resources.Based on the charity organizations enrollment data,this thesis makes the comparison of the data with investigation reports at the same period and remuneration indicators of various industries in Shanghai,probes into the policies,problems and their causes in the remuneration of charity organizations,and subsequently proposes the strategy to address the remuneration challenges.That is,with aiming at improving public benefits and taking the concepts renewal as the breakthrough,via progress in standardizing the remuneration system and exploiting recourses,to provide the reasonable remuneration for the charity personnel that can encourage their enthusiasm for charity cause without offending against the rule of trying the best to be cost-effective.
