In this paper，the total amount of development and employment as well as many changes in structure and spatial distribution in manufacturing industry in Shanghai since 2000 have been reviewed，the trend and characteristics of the development of it analyzed，outstanding problems existing proposed，in addition，based on the analysis of the external environment condition of the development of manufacturing industry in Shanghai，we have proposed supply and demand of future labor force in manufacturing industry in Shanghai，and put forward some countermeasures and suggestions on how to deal with it：Attaching great importance to important strategic position of advanced manufacturing industry in social and economic development in Shanghai；Reforming the introduction，use and management policies of manufacturing talents to speed up the global talent agglomeration；Reforming the residence permit system and the household registration system，taking in young workers from other provinces and cities，preventing the shortage of labor and the rapid growth of the cost caused by the population regulation；Adjusting the space layout of manufacturing industry and gradually realizing the interactive development between key manufacturing parks and new towns in the suburbs；Gradually adjusting the professional Settings and personnel training system of colleges，and cultivating the right talents and labor force for the development of advanced manufacturing industries in this city.
