In this paper，a systematic and comprehensive research has been made on the situation of promoting the legalization of grass-roots society in the residential district of Nanjing East Road，Huangpu district，Shanghai，starting from the basic characteristics of the street，some special cases on the problems of social governance have been analyzed，as well as the progress of legalization of grass-roots community governance，the existing problems of social governance have been summarized，series of countermeasures and suggestions have been put forward in order to further promote the legalization of grass-roots community governance leaded by the party construction，such as establishing a system of rule by law combined with law-based administration of government，law-enforcement at grass-roots level，public legal services and grass-roots self-government，to draw a “Four in One” new pattern of governance with a combination of self-governance，shared governance and moral governance；and so on.
