In this paper，the organization，the content，the form and the necessity of the management of traffic violations in Shanghai since 2016 are analyzed and summarized systematically，and it is put forward that to establish the mechanism of cooperation and the benign interaction between government and society in be city traffic management，thepublic participation should be fully launched during the legislation and the planning stage，In order to strengthen the whole process of fine management；Meanwhile the management of humanity ，technology，democracy and the law should be applied，going with three major trends of urban management in the international time；there should be a positive effect in the initiative of self-management and self-discipline of the public.
