Since we enter the new era，the development of the people's livelihood and public opinion in Shanghai has shown some trends and characteristics.The study found that the general situation of Shanghai's livelihood development is in the middle level，the objective livelihood and subjective opinion are basically the same，but the former is slightly higher than the latter.Therefore，Shanghai has made fruitful achievements in promoting the People's Livelihood Construction.What should be pointed out that there are still some shortcomings，for example，the quality of laborers still has room for improvement，the medical services and its prices is still unreasonable，and the coverage of public culture is not balanced.And the subjective public opinion still exist some deficiencies，such as happiness，sense of security，identity and social confidence.From now on，the Shanghai's people livelihood should be improved to improve the quality of work，income structure optimization，enrich and perfect the mechanism of public cultural service supply，promote the equalization of basic public services，improve the public security system，enhance the city social management and service quality，and so on.
