西安市社会组织规模不断壮大,建立了分级管理、双重管理、直接登记与等级评估等多种方式的长效化监管机制,以及能力培训、公益性社会组织孵化与政府购买服务等扶持机制。社会组织内部管理趋于规范、民主,人员结构趋于年轻化、知识化、专职化。社会组织在推动西安市经济发展、社会治理创新、公益性社会服务、精准扶贫等方面发挥了重大作用。但社会组织发展中仍存在一些突出问题:社会组织管理制度不够健全,配套支持性政策不够完善,内部治理整体水平偏低,不少社会组织经费匮乏,生存维艰、维护自身权益难等。建议:改革和完善西安市社会组织工作领导机制,出台更有力度的社会组织发展扶持性政策,建立枢纽型社会组织,开展品牌社会组织和社会组织品牌项目评选活动等,促进西安市社会组织健康有序发展。
<<The scale of social organization in Xi'an is constantly expanding. A long-term regulatory mechanism has been set up in various modes such as grading management,dual management,direct registration and grading assessment,as well as support mechanisms such as capacity training,incubation of public welfare social organizations and governmentprocurement services. The internal management of social organizations tends to be normative,democratic and the personnel structure tends to be younger,better educated and more professional. Social organizations have played a significant role in promoting economic development,social governance innovation,public welfare social services and precise poverty alleviation of Xi'an. However,there are still some prominent problems in the development of social organizations: the social organization management system is not effective enough,the supporting policies are not perfect,the overall internal governance level is low,many social organizations are lack funds,safeguard of their rights and interests,surviving in hard condition. Our suggestions are as follows: reform and improve the leadership mechanism for social work in Xi'an,give more supportive policies for the development of social organizations,establish hub-type social organizations,brands and social organizations to carry out brand selection activities,etc. Thus,we could promote social organizations in Xi'an in orderly development situation.
