2016年8月至2017年2月，陕西省社会科学院政务公开第三方评估项目组对陕西全省各级政府和部门共126个单位实施了政务公开第三方评估，评估内容包括平台建设、权力运行公开、重点领域信息公开、依申请公开、回应关切和组织保障六大部分。评估结果显示，陕西政务公开亮点突出，政务公开平台基本健全、功能不断提升；主动公开范围不断扩大、内容逐步细化，公开的及时性增强；依申请公开答复更加规范化；网上服务水平进一步提升；各项政务公开工作制度运行良好。同时，陕西省政务公开也存在薄弱环节，网站栏目设置缺乏统一的规范，造成信息查找不便；信息公开的内容缺乏统一的标准；网站搜索引擎功能有待进一步优化；对社会公众征集意见的汇总和反馈工作推进滞后；公共服务领域信息公开有待进一步加强；部分政府对于门户网站是信息发布的第一平台的认识不到位；对政务公开要点的细化分解不足。为进一步提升陕西省政府政务公开水平，应当优化政府网站栏目结构，增强网站信息检索功能；进一步明确重大项目、公共服务和公共监管等重点领域的信息公开标准；增强回应社会热点和舆论关切的主动性；积极分解落实国务院政务公开要点的要求；进一步提高依申请公开工作的规范性和有效性；加快制定政务公开负面清单。
<<From August 2016 to February 2017，research group of SASS conducted a third-party assessment on openness of government affairs from 126 units in Shaanxi Province. The assessment includes platform construction，the operation of the power，the information in key areas，the application，the concerns and organizational guarantees. In order to further enhance the openness of government affairs in Shaanxi Province，we should optimize the structure of government websites and enhance the function of retrieval website information. Meanwhile，we should further clarify the openness standards for information in key areas such as major projects，public services and public regulation，enhance the initiative to respond to social hot spots and public opinion concerns，and further improve the normativity and effectiveness of open work in accordance with the application with speeding up the formulation of a negative list of open government affairs.
